Updates to include the TPM service in our RUST secure-partition. Updates to the secure-partition to fix updates to odp-secure-services. Removal of the C secure-partition as it is no longer needed.

How This Was Tested

Built the local changes with our QEMU SBSA Platform with TPM enabled. Successfully booted to UEFI shell with TPM output.
