• Fix data store key comparison by @fhibf in https://github.com/microsoft/fhir-server/pull/5491:

Between 09 April 2026 and 11 April 2026, a platform issue resulted in an impact to the Azure Health Data Services (FHIR service) across affected regions. Impacted customers may have experienced errors when accessing or updating certain resources, where the most recent version may not be returned as expected. The issuw was fixed on 11 April 2026, and affected customers were notified.
